Plans for the 1m sq ft Redditch Eastern Gateway logistics scheme have been submitted to Bromsgrove council.
The £100m scheme, which is supported by the Worcestershire local enterprise partnership – is likely to begin development early next year, if planning is approved.
The Gateway is east of Redditch and provides direct and easy access to the M40 and M42 motorways and is 20 minutes drive from Birmingham International Airport.
Gerard Ludlow of Birmingham-based developer Stoford, said: “We’re looking to pre-lets but speculative development isn’t off the table.”
The Gateway development is set to deliver up to 2,300 jobs to the area as well as an increase in economic growth, through the development of high-quality headquarters-style manufacturing and distribution facilities.
