The Newport Innovation Park will incorporate 25 acres of former agricultural land.
Development will include 420,000 sq ft of warehousing and light industrial floorspace in 24 separate buildings.
A first phase of 41,000 sq ft is planned after the scheme was awarded £6m of public sector funding.
