Gazeley's plans for a 4.5m sq ft extension to the Magna Park logistics hub at Lutterworth have been thrown into doubt by Harborough District Council.
Despite granting approval for the extension at a planning committee meeting in November 2017, a special meeting of the full Harborough District Council has now turned the plan down.
Councillors argued that approving the application pre-empted decisions on Haroborugh council's new strategic local plan.
The call-in request, which was agreed by the full council, said: "The recommendation to approve 239 ha of agricultural land is premature in the light of the emerging Local Plan. It will increase the overall housing numbers for the district prior to the council considering the response to the local plan consultation and without consideration the local plan Inspectors input."
The decision also endorsed claims that the landscape impact is severe and outweighs the economic benefit.
Gazeley, who first began to work on the extension four years ago, said they would reflect on the council's decision.
